ALICE, an acronym for Asset Limited, Income Constrained, Employed, is a new way of defining and understanding the struggles of households that earn above the Federal Poverty Level, but not enough to afford a bare-bones household budget. ALICE households struggle to pay monthly bills and have to make hard decisions about how to spend their money.
ALICE is your child care worker, the cashier at your supermarket, the gas attendant, the salesperson at your big box store, your waitress, a home health aide, an office clerk, even a teacher.
The ALICE report lets non profits, elected officials, schools, and communities understand exactly who ALICE is within our community, how many ALICE are in our community, and how ALICE budgets stand up to budgets found within our community. https://iuw.org/alice/

Bridges Alliance's sponsored program, Circles Johnson County, is about intentional relationships across income lines. While middle- and high-income families enjoy networks of support through their jobs, schools, and neighborhoods, low- to-moderate -income families rarely develop such contacts. Low-to-moderate income families are hard-working and motivated, so when a community of support forms around them, advice is offered, contacts are shared, and the barriers that keep people in financial distress start to disappear. Hud defines affordable housing as, "keeping housing costs below 30 percent of income is intended to ensure that households have enough money to pay for other nondiscretionary costs; therefore, policymakers consider households who spend more than 30 percent of income on housing costs to be housing cost burdened."
The Indiana Housing Dashboard is a great tool to use as we begin to learn about more housing in Johnson County.
Currently data is mostly available through 2018. As we look to this data, we must keep in mind the rise in prices and change in market since 2018. As data from the 2021 census becomes available, the dashboard will be updated.

Rental Units:
HAND (Hamilton County Area Neighborhood Development) provides a great example for what affordable housing could look like in Johnson County, small units that visually fit and are needed within the separate neighborhoods.
Tiny Home Developments:
Tiny home developments can create spaces for specific groups of people; i.e. 65 and older, veterans, teachers, single parent families. Visually the homes can be built to fit in any area or community. Examples: 65 and older, Southern Indiana veterans, Terre Haute veterans, transition out of homelessness, popularity
Multi-Type Housing Developments:
Multi-type Housing Developments are house-scale buildings with multiple units—compatible in scale and form with detached single-family homes—located in a walkable neighborhood. Missing Middle Housing
Multi-Family Housing Developments:
Multi-Family Housing Developments usually also include mixed used development. Many times only a certain percentage of the development is set aside as affordable.

There are so many different and creative solutions to affordable housing. This list is not cumulative by any means, but offers a few suggestions.

And yet, this does not account for the transportation cost associated with living in a certain location. A housing location can be affordable, but if the transportation going to and from work, school, etc is exorbitant then the household will still struggle.
The Housing and Transportation (H+T®) Affordability Index provides a more comprehensive view of affordability that includes both the cost of housing and the cost of transportation at the neighborhood level.
Housing and Transportation costs should remain under 45% of a household's income in order for the location to be affordable.
